How the Casino District Began

A hill capital, a new law, and a construction boom

Sikkim joined the Indian union in 1975, and for its first two decades Gangtok developed the way most small Himalayan capitals did: administrative buildings, a market street, a scattering of guesthouses serving pilgrims and the first wave of domestic tourists. That changed in the mid-to-late 1990s, when Sikkim became the first Indian state to license a land-based casino operating inside a hotel in Gangtok — widely described as the first legal land-based casino in independent India. The exact year, the specific hotel involved and the precise legal instrument are details we deliberately do not state as settled fact here, because sources disagree on specifics and small details of Indian state gaming law change over time. What is broadly agreed is the shape of the story: a state government looking for a distinct revenue and tourism angle, a regulatory framework built specifically for hotel-based gaming, and a resulting spike in interest from hoteliers and investors who wanted a presence in the town while that framework was new.

Why the hotels clustered where they did

Gangtok’s terrain made the clustering almost inevitable. The town’s only genuinely flat, walkable stretch runs along and near what is now the MG Marg pedestrian promenade, with a handful of roughly level side streets nearby. Any hotel wanting easy foot traffic from the town centre had strong reasons to build within that narrow band rather than up on the steeper ridges. The result, over the following two decades, was a fairly compact hotel district: a handful of streets where mid-size and larger hotels sit closer together than the surrounding topography would otherwise suggest.

That clustering is still visible today, even though the gaming landscape itself has changed multiple times since the 1990s, with rules, licensing bodies and individual operators shifting over the years.
